ok have no idea where my members payment tab has gone. i'm lost :(

You mean "My Membership" under the dashboard?

the  "My Membership" tab went missing to but i was able to reactivate it via navigation menu however i remember there was once a tab where members could store there paypal information. Or am i making this up.

Members cannot add their "own" paypal information. That can only be done the Site Admin in the Admin Panel. This means that only the site admin can receive payments. There may be a mod in the Market but not sure.

I would be nice though to allow members to buy/sell on your site. Letting members create their own "stores".

I may be wrong but i am sure that members can sell on the site. I just spent the last few hours on paypal sandbox using test members and both were able to buy and sell.

Let me know, i could be going mad!

create 2 accounts for testing. Name on 'buyer' and the other 'seller'. On each account go to dashboard and click on payments. Then on the left of the box you will see settings. Click on it and you will gate to payment details. Click on paypal (the arrow on the left), i haven't tested checkout yet.

It will ask you for the payment details. Set it to test mode and you can use paypal sandbox to run fake payment tests from one account to the other. You will need a sandbox email which paypal sandbox will create for you and it will also create fake card details etc for testing. You can also set up a business account with paypal and get an identity token. its free but you pay a percentage of what you sell. Do this for both buyer and seller and list some items and try it out. It worked for me. Took me about 6 hours of research today!

After spending lots of time on this i figured that the store module is more or less the same as the ads module but it also takes payments and it can be tweaked so that users can sell stuff. Isnt this what you want? This is what im working in so i will let you know how i get on.

Members can sell in the store.  Log in as a regular member. Go to Dashboard>Payments>Settings.  There you can enter PayPal and 2Checkout info.  However, the membership level for that member must allow for them to "Store Add Product" or when they go to add a product they will get a Private message.
