membership level problem

Please tell me how can i do those things, cause whatever i try its not hapening.
I wanna make my standart members to just can see other members blogs, but to do not may create they own, and to can listen other players music in profile but to do not can add music in their profiles until they Upgread to my VIP status.
I try to disable everything with music (ray mp3, music gallery and all this things) to standart members but they still can upload, and for blog, the only thing i enable is  to see other members blogs but not to USE blog, and the still can do it:(.

Or can i do this somehow: VIP members to can see the Upload Music and My Blog in the Menu, but Standart members do not.

Do you have running in free mode or pomotional mode checked?  If so, then it will allow them to do things you don't want.

This are my settings ... :( Ray Presence, Ray chat, post comments, rate photos are fine, standart members cant use them, but Blogs and Music can, and i really dont undersstand why is that ... My site i ready, in few days i will make 10000 flyers and everything will be fine,  but i must repair this before.
