Please drop a file "security.inc.php" to inc directory you can see it in your downloaded Dolphin 7 files.

well one thing i see right off the bat is that you are trying to resolve the site using the tilde ~, this presents a whole new set of issues, because dolphin is dependant on having a domain name, and for a $1.99 you can get a .info domain name for a year. from within cpanel its rather easy to implement the change of a domain name right from whm.

so the headache you are causing yourself could be solved for $1.99
