ordering navigation menu?

Hi, I am newbie about dolphin, so I din't understand how to change order of items in navigation menu?

here is the screenshot how it looks and numbers of order which I want:

I suppose I should go in admin-builders, but I don't understand there so much. there are crowd of active items in admin-builders-navigation menu. I don't know how to change order. I tried to move items among/between each other, but it is not possible. here is screenshot of admin section: http://i46.tinypic.com/6xz0k1.jpg

You click on the shaded area of the blocks in that navigation edit view and move them to where you want them to appear.  The top row handles the placement of the tab, individual items under those can be placed anywhere under any tab.
