okay, before i help you.. we need some more info

1) what php are you using

2) is it suPHP

3) do you have htaccess and mod_rewrite 

if you can post back that would be great help to us all to help you

 

normal, if you are on shard hosting, its not easy to disable safemode

if you own your own servers we need to know what CP, like kloxo, Cpanel, Zpanel, or what...

and OS, like 32 bit or 64 bit

so we can give you the right path of the file or safemode..

normal its safe_mode on <-- to --> safe_mode off

yes 1 web hosting wont do much, in this case you would need vps, or server to host them, unless you can find hosting that allow you to edit php.ini, i think webmasters or Arvixe Web Hosting can help you
