rather self-explanatory here. the script is saying that one of two things are going on, that you have safe mode on, or you have openbasedir enabled. please check with your hosting service provider to confirm this would not be the case. also, i think igor or anton wrote a blog post in regards to false positives on the safe mode on. please take a look at the blog posts.
