promo block welcome bar removal

I need to remove the welcome bar that is semi transparent on the promo block on the homepage. It constantly is in the way of the ads i put on the promo block. when no one is logged in it says welcome to the community and when someone is logged in it displays their picture and says hello to them please help me remove this thank you.
