recording a video where is it?

Ok I installed dolphin and was looking around at everything when I seen record your own video. I tested it however it said no connection could be made. so I thought I would go back later and give it another go, However I can not find that option anywhere now. Could someone please tell me where it is or where it should be.

Dumb I know probably staring me in the face.

To use the video comments, or video recording feature, you must connect the Ray Media Server to your web site. Without the Ray Media Server, these features are not usable.
