Your caching options need to be turned on.

Admin -> Settings -> Advanced settings -> Template.

Turn on all caching options except image caching. Image caching should not be enabled. Not all browsers support it.

That should help a little. But if your still working on the site, then they should remain off until done.

I am also guessing your on a shared host. A more powerfull server will help increase performance, some hosts are faster than others. If you had a dedicated server there would be more options available to you to help with performance.

Will enabling cache for html files, css files, and JS files actually make your site run faster?

Yes, but it is not the ultimate solution to optimizing the actual code and database queries. I would also suggest you look into using the deflate functionality through your .htaccess file, as discussed here: http://www.boonex.com/unity/forums/forum/Dolphin-Betas-And-RCs-0.htm#topic/How-to-reduce-load-time-of-dolphin-7.htm
