What can affect this:
Server Memory
Processor Speed
Internet Connection Type at Server
Internet Connection Type at End User (Yours)
End User Memory
End User Cache (How full your system is with junk, cookies, other videos/audio files, Internet History, Old Files)
End User Internet Connection Type
This is the same issue that all sites face when it comes to Videos. Want to see something really strange? Take your computer and put it next to your neighbors, both of you on your own respective internet connections, both of you start to download the same video at the same exact time, I guarantte you one will finish alot faster than the other. Especially if one of you has a computer that is completely clean of junk and the others is loaded up. As far as it loading a certain amount before it starts to play, that is just it buffering the video as it comes in.

I had the same issue and I searched for the answer for 2 weeks. I finally stumbled upon this post and it worked:

The trick is to understand why it worked.
By using the quality mod, you were able to reduce the file size thereby reducing the bandwidth you were consuming thereby staying within the limits of the servers (and your own) bandwidth capabilities.
You can also accomplish the same task by using suitable video editing software locally to reduce the movie before you upload it.
I'm pretty sure thats what mydatery said but I felt the need to say it differently.

No one is talking about mods in the way I understand it SkyForum. I do not understand your post. They were just talking about normal RMS/red5 compression/quality/connectionSpeed/processorAbility/graphix/memory/blah/should I mention system bus speed? accross respective connections. Can you clarify for me please so I can understand? I misunderstand these things all the time. You probably know better than me bro.

The problem with the responses from mydatery and SkyForum is they do not offer any solutions.
The post I made offered a solution that is much more helpful to people who are looking for a solution and not just a list of what might be causing the issue.
SkyForum, you cannot use editing software on videos you are not
uploading yourself. The videos need to work no matter who uploads them.
I no longer have an issue and I hope this solution is helpful to others. Here it is again:

Are you trying to view an uploaded video? Or an embedded YouTube video?
Uploaded videos will benefit somewhat from the video quality mod, in that they will look more like the original content, while being considererbly smaller than the settings Dolphin allows in the Flash Module Control Panel.
If it's a YOUTUBE video .. you are just screwed :)

We are all aware of this mod and I use it myself. It is a good one. The point I was trying to make is the quality of the stream is completely dependent on the bandwidth available to view it. If your bandwidth or machine sucks, so shall your stream,. I also thought mydatery and myself gave plenty of info on things you could look at to help solve your problem. The problem does NOT lie in Dolphin itself.

No one said the problem was with Dolphin. People need solutions to issues that they are having, and neither one of you provided a viable solution. Once again, a list of possible issues is not a solution, and neither is using video editing software for videos others upload.
We can go round and round about this all day every day, but just telling people what might be wrong doesn't really help them unless you also tell them how to fix it.

At first I thought this was about live streaming, but I see I was wrong. BoonEx Certified Host: Zarconia.net - Fully Supported Shared and Dedicated for Dolphin |

The
problem is that conversion is not efficient. For example 1 min length
movie has size more than 20 Mb - this is the reason that even on fast
internet it will always load slower than playing - you need to optimize
ffmpeg conversion parameters to make output files smaller in size.
Also there is already a ticket regarding video quality settings: http://www.boonex.com/trac/dolphin/ticket/1827
